COVID-19 Doesn't Know National Borders

While the COVID-19 pandemic made it clear that diseases know no borders, global vaccine access and recovery resources quickly fragmented along lines of national wealth. As public fatigue set in and domestic isolationism threatened global cooperation, ONE Campaign needed a rapid-response digital strategy to counter health misinformation, hold international leaders accountable ahead of major diplomatic summits, and mobilize supporters worldwide to demand an equitable global response plan.

I led the U.S. digital campaign execution for ONE’s global pandemic response initiatives, building integrated messaging frameworks across email, social mobilization, and digital advocacy toolkits that transformed complex international policy into high-converting public action.

The Challenge

How do you overcome news saturation and issue fatigue to drive urgent political action during an evolving global crisis?

Mobilizing public advocacy during a fast-moving pandemic presented unique messaging and strategic hurdles:

  • Issue Fatigue & Misinformation: Public attention was saturated by breaking news, allowing dangerous misconceptions to take root, including the belief that domestic isolationism could protect individuals from a global virus, or that legacy public health systems didn't require immediate emergency investment.
  • Dense Policy Translation: The policy mechanisms required to end the pandemic, such as G20 debt suspension, COVAX dose-sharing allocations, TRIPS patent waivers, and congressional emergency appropriations, were dense and technical. The narrative needed to make these complex international frameworks clear, personal, and actionable.
  • Diplomatic & Legislative Timing: High-level advocacy only works if public pressure peaks precisely when decision-makers meet. Campaign activations had to be rapidly packaged and deployed to align with tight diplomatic windows, including G7/G20 summits, State Department ministerials, and breaking congressional budget votes.

The Approach

Instead of relying on generic action alerts, I developed a multi-tiered, policy-driven messaging ecosystem that met supporters at varying levels of engagement from broad awareness to high-stakes direct lobbying.

  • C-Suite & Executive Voice Matching: To establish immediate institutional authority, I drafted and aligned digital campaign narratives alongside statements from ONE’s C-suite leadership and board members (including Acting CEO Tom Hart). This created a unified messaging architecture that connected top-level press statements directly to grassroots email alerts.
  • Self-Interest & Economic Risk Framing: Rather than relying solely on altruism, the core messaging intentionally anchored global health equity in domestic self-interest. Copy framed unmitigated global viral spread as a direct threat to domestic jobs, local supply chains, and economic stability, emphasizing that "if the vaccine isn't everywhere, the pandemic isn't going anywhere."
  • Rapid-Response Target Escalation: To capitalize on high-profile diplomatic moments, I structured targeted direct-response campaigns aimed at key decision-makers. This included deploying pre-populated social mobilization scripts targeting Secretary of State Antony Blinken ahead of international ministerials, phone bank scripts for congressional budget votes, and postcard activations targeting the White House ahead of the G7.
  • Multi-Funnel Content Integration: I connected top-of-funnel creative awareness assets, such as the Pandemica animated series (watched 6.5M+ times) and the Pass the Mic celebrity/expert series, directly to bottom-of-funnel conversion loops, turning creative views into petition signatures, congressional calls, and long-term email subscribers through daisy-chain actions and strategic deploment of engagement assets.

The Results

By translating complex global economics and diplomatic summit schedules into urgent, accessible digital communications, the campaign successfully sustained long-term public pressure across multiple years of the pandemic. The integrated digital strategy drove 350,000+ supporter activations, generated 6.5 million+ creative views, and mobilized grassroots supporters across 50+ countries.

These digital mobilization efforts, combined with ONE Campaign's broader global coalitions and partner advocacy, successfully culminated in securing $97 billion in pandemic recovery funds and debt relief for low-income nations to strengthen health systems worldwide.
